GENERAL DESCRIPTION OF SCHOOL DISTRICT BOUNDARIES

The following summary of the boundaries for Douglas County School District #4, Roseburg Public Schools, follows a narrative for general descriptive use. Names of pertinent streets, roads and highways are indicated as well as street numbers and intersections, which will help to identify boundary locations. A map which outlines the boundary may be viewed in the school district office at 1419 NW Valley View Drive.

Specific property identification and school district attendance areas for any property in question must be clarified through the Douglas County Assessors office located in the County Court House.

The West boundary begins on Highway 42 at the Green Bridge at the South Umpqua River and travels northwest to Happy Valley Rd (Box4752) near the intersection of Lookingglass Road. It then proceeds north from Lookingglass and Gem Drive then proceeds to a point on the Callahan Ridge south of Callahan and continues due north from Callahan to an imaginary point one mile south of the intersection of Cougar Creek and the Umpqua River.

The North boundary begins at an imaginary point one mile south of the intersection of Cougar Creek and the Umpqua River and continues east along the Umpqua River to the point where it is intersection by Calapooia Creek. It follows Calapooia Creek east to its juncture with Oak Hill Road and then travels cross-country to the Crystal turnaround. It continues east and goes in a northeasterly direction crossing I-5 and Hwy 99 near the Mohr Well drilling (250 Halfmile Road) and the Forrest Branch property (408 Halfmile Road), and continues on an imaginary line to a point northeast of Round Timber Mountain.

The East boundary begins at a point northeast of Round Timber Mountain and proceeds in a due southerly direction to the boundary on North Bank Road at #6165. It continues southwest to the most northerly point of the North Umpqua River. It follows the river west to the end of Page Road and then goes due south to the top of Rose Mountain crossing the North Umpqua Highway at Douglas Avenue. Proceeds south on an imaginary line east of Terrace Drive to an imaginary point south of Sharon Avenue then south to Burg Mountain. The boundary continues south on an imaginary line across country to Box 6401 on Roberts Creek Rd.

The South boundary continues from the intersection on Roberts Creek Road at Box 6401 across country south and west and intersects Clarks Branch Road at Box 4993. The boundary now travels west-northwest to the South Umpqua River near Roberts Mountain. The boundary travels down stream to the Green Bridge on Highway 42.

ATTENDANCE AREAS FOR THE ROSEBURG ELEMENTARY AND MIDDLE SCHOOLS

Eastwood

The West boundary runs from a point at the intersection of Douglas Avenue and Fowler Street and runs north along the east side of Fowler Street to the intersection of Diamond Lake and then runs west along Diamond Lake Blvd. To Stephens Street, then runs north along the east side of Stephens Street to Winchester Street. It then proceeds northeast on an imaginary line to a point at the top of Rose Mountain then proceeds northwest on an imaginary line just south of Meadow, to Stephens Street and then runs north on Stephens Street to Hewitt Street.

The north boundary begins at the intersection of Hewitt Avenue and Stephens Street and continues on an imaginary line east to the top of Rose Mountain including Hewitt Avenue and Atkinson Court.

The east boundary runs on an imaginary line south from the top of Rose Mountain crossing the North Umpqua Highway at Douglas Avenue.

The south boundary begins at the corner of Douglas Avenue and North Umpqua Highway and continues southwest on an imaginary line to a point south of Sharon Avenue and then proceeds northwest on an imaginary line to the corner of Fowler Street and Douglas Avenue and includes Sharon Avenue, Murray Court, and Hope Avenue.

Fir Grove

The east boundary begins at the top of Rose Mountain and continues on an imaginary line southwest including Winter Street and Grandview Drive to a point on Stephens Street north of Winchester Street and continues south along the center of Stephens Street to Diamond Lake Boulevard.

The south boundary begins at the corner of Stephens Street and Diamond Lake Boulevard and travels west to the South Umpqua River and continues southwest to an imaginary point of the intersection 100 yards east of Stanton Street and Military Road.

The west boundary begins at an imaginary intersection 100 yards east of Stanton Street on Military Road and continues north on a line east of Stanton Street and Homewood Lane, through the Stewart Park Golf Course to the intersection of Goetz Street and Garden Valley Boulevard, then east on Garden Valley Boulevard to the center of I-5. The boundary proceeds north along center of I-5 to a point opposite the airport complex at the overpass. Students living on both sides of Garden Valley Boulevard attend Fir Grove, except students living north of Garden Valley from I-5 to Stewart Parkway.

The north boundary begins at the airport complex along I-5 through an imaginary line directly eastward to Exchange Street to include all of Exchange Street, continuing southeast along the middle of Stephens Street to a point south of Meadow Avenue and then due east to the top of Rose Mountain.

Fullerton IV

The north boundary begins at a point north of Broad Street, directly west of I-5 across from Keller Road. It proceeds west to the intersection of Amanda and Serena Way and continues south to 399 Serena Way. It then continues south to Stewart Parkway and Garden Valley and to the South Umpqua River. The north boundary then follows the center of the river west to include San Souci and Preschern Lane and along Old Melrose Road to the intersection of Melrose Road.

The west boundary begins at the intersection of Melrose Road and Old Melrose Road, proceeds southwest on an imaginary line to the intersection of Lookingglass Road and Gem Drive.

The south boundary begins at the intersection of Lookingglass Road and Gem Drive and continues northeast on an imaginary line to a point 100 yards east of Stanton Street and Military Road, including all of Military Road.

The east boundary begins at an imaginary intersection 100 yards east of Stanton Street on Military Road and continues north on a line east of Stanton Street and Homewood Lane through the Stewart Park Golf Course to the intersection of Goetz Street and Garden Valley Boulevard, then east along the center of Garden Valley Boulevard to I-5 then proceeds north along I-5 to a point north of the end of Broad Street at the foothills near I-5.

Green

The north boundary begins at the South Umpqua River and travels east on an imaginary line just north of Lancaster Avenue, Hebard Avenue, and Green Avenue to where it meets Carnes Road, excluding all of Hanna Street and DePriest Street. It continues east just north of Green Siding Road until it intersects with the railroad tracks. It goes south along the railroad tracks until it crosses the north fork of Roberts Creek. The lne continues east on a line just south of Grant Smith Road and Roberts Creek Road to Box 6401 on Roberts Creek Road.

The south boundary continues from the intersection on Roberts Creek Road at Box 6401 across country south and west and intersects Clarks Branch Road at Box 4993. The boundary now travels west-northwest to the South Umpqua River near Roberts Mountain. The boundary travels downstream to the Green Bridge on Highway 42.

The west boundary travels northwest along the South Umpqua River from the Green Bridge to the intersection of the line just north of Lancaster Avenue.

Green II

The west boundary is an imaginary line west of Carnes Road as it goes north from Green Siding Road to just north of Happy Valley Road. It continues north along Roberts Creek.

The north boundary is Roberts Creek as it goes north to the South Umpqua River and continues east along the river until it reaches Interstate 5.

The east boundary is the railroad tracks as they go south from Interstate 5 to intersect with an imaginary line just north of Happy Valley Road.

The south boundary is an imaginary line just north of Happy Valley Road going west from the railroad tracks to just east of Carnes Road, then traveling south along a line just east of Carnes Road until it intersects with Green Siding Road.

Hucrest

The east boundary begins at the intersection of Brozio Road and Del Rio Road and follows the North Umpqua River to I-5 then follows an imaginary line south to a point north of Broad Street, directly west of I-5 across from Keller Road. It proceeds west to the intersection of Amanda and Serena Way and continues south to 399 Serena Way. It then continues south to Stewart Parkway and Garden Valley and to the South Umpqua River.

The south boundary follows the center of the South Umpqua River west to a point that is due west of Hitchman Lane.

The west boundary begins at a point due west of Hitchman Lane in the South Umpqua River and then proceeds northeast and includes all of those residences on Harlan Street to the intersection of Garden Valley and Melrose Road. From this point the boundary proceeds in a northwesterly direction to River Forks Park continuing northwest on the main Umpqua River to the intersection of Turkey Crick Lane and Garden Valley Road (9900). This does not include Fisher Road, Quail Lane and Curry Road their side roads, which attend Melrose.

The north boundary begins at the intersection of Turkey Crick and Garden Valley Road (9900) moving east to the intersection of Brozio Road and Del Rio Road. All students living on Turkey Crick Road attend Hucrest.

Melrose

The north boundary begins at an imaginary point one mile south of the intersection of Cougar Creek and the Umpqua River and continues east along the Umpqua River to the point where it is intersected by Calapooia Creek. It follows Calapooia Creek east to its juncture with Oak Hill Road (in the Umpqua area, 6600 – 8181 Oak Hill Road is in the Roseburg School District), then travel cross-country to the Crystal turnaround. 4000 – 6514 Oak Hill Road is in the Oakland School District. It goes southwest cross-country (including Call Henry Road) to an intersection just north of the intersection of Turkey Crick Road and Garden Valley.

The east boundary begins just north of the intersection of Turkey Crick and Garden Valley and follows the Umpqua River to River Forks Park and then follows the South Umpqua River on an imaginary line cross country to the intersection of Melrose Road including all of those residences on Curry Road, Quail Lane and Fisher Road and their side streets.

The south boundary begins at the intersection of Melrose Road and Garden Valley. It goes southwest to a point south of Jones Road including Jones Road, then turns northwest to the intersection of Old Melrose Road and Melrose Road and proceeds cross country southwest to a point to where Critizer Road crosses Champagne Creek and goes Northwest across Whitetail Ridge to the intersection of Flournoy Valley and Doerner Cutoff Road and it continues west to the Callahan Ridge south of Callahan.

The west boundary begins at a point on the Callahan Ridge south of Callahan and continues due north from Callahan to an imaginary point one mile south of the intersection of Cougar Creek and Umpqua River.

Rose

The west boundary begins at the intersection of Hwy 99 S and I-5 at Lindy’s Trading Post, (3136 Old Hwy 99 South), and goes west to the river and proceeds north on the South Umpqua River to the intersection of Oak Street and the railroad crossing.

The north boundary begins at the intersection of Oak Street and the railroad crossing and proceeds north on the river to Deer Creek Park. It then proceeds east on the center of Diamond Lake Boulevard, and proceeds to the intersection of Diamond Lake Boulevard and Fowler Street.

The east boundary begins at the intersection of Diamond Lake Boulevard and Fowler Street and proceeds south on the west side of Fowler Street to the intersection of Douglas Street and then follows an imaginary line east of Terrace Drive to an imaginary point south of Sharon Avenue and then proceeds south to Burg Mt.

The south boundary begins at Burg Mt. And goes southwest on an imaginary line cross country to the intersection of Hwy 99 South and I-5, at Lindy’s Trading Post, (3136 Old Hwy 99 South).

Sunnyslope

The west boundary travels northwest along the South Umpqua River from an imaginary line just north of Lancaster Avenue to Happy Valley Road. Box 4752 on Happy Valley Road is the last box number within that boundary. It then proceeds northwest to the intersection of Lookingglass Road and Gem Drive.

The north boundary travels from the intersection of Lookingglass Road and Gem Drive northeast to the top of Mt Nebo down the South Umpqua River until it intersects with Roberts Creek.

The east boundary is Roberts Creek as it travels south from the South Umpqua to just north of Happy Valley Road. It continues south on an imaginary line west of Carnes Road until it intersects an imaginary line just north of Green Avenue.

The south boundary begins just west of Carnes Road and travels along an imaginary line just north of Green Avenue, Hebard Avenue, and Lancaster Avenue, to the South Umpqua River, including all of Hanna Street and DePriest Street.

Sunnyslope II

The west boundary begins just north of Green Siding Road and runs north on an imaginary line just east of Carnes Road until it intersects Happy Valley Road.

The north boundary travels east from Carnes Road on the imaginary line just north of Happy Valley Road to the railroad tracks. It then travels north along the railroad tracks until they cross Interstate 5.

The east boundary travels east from the railroad tracks and Interstate 5 on an imaginary line to Burg Mt and continues south on an imaginary line across country to Box 6401 on Roberts Creek Road.

Winchester

The west boundary begins at the airport complex and I-5, proceeds north along the freeway to the North Umpqua River. It follows the North Umpqua downstream to the intersection of Del Rio Road and Brozio Road. The line moves north to Oak Hill Road at the Crystal turnaround (House #2300).

The north boundary begins at the Crystal turnaround on Oak Hill Road and continues east and goes in a northeasterly direction crossing I-5 and Hwy 99 North, between Mohr Well Drilling (250 Halfmile Road) and Forrest Branch property at (408 Halfmile Road), than continues east on an imaginary line to a point northeast of Round Timber Mt. Going east from Wilbur area (0000 – 3401 Oak Hill Road), Roseburg School District. (4000 – 6514 Oak Hill Road) is in the Oakland School District.

The east boundary begins at a point northeast of Round Timber Mt. And proceeds in a due southerly direction to the boundary on North Bank Road (6165 – North Bank Road). It continues southwest to the most northerly point of the North Umpqua River. It follows the river west to the end of Page Road and then goes due south to the top of Rose Mt. excluding Kester Road.

The south boundary begins at the top of Rose Mt. and proceeds west on an imaginary line north of the intersection of Hewitt and Stephens Streets excluding Hewitt Street and Atkinson Court. It then proceeds south on the West Side of Stephens Street to a point on Stephens Street directly north of Exchange Avenue and west through the airport complex to I-5.

Students living in the area East of So. Stephens Street and North of Booth St. in the Southgate area, will attend the morning session.
