  1. All requests to transfer a resident student or admit a non‑resident student shall be made to the resident district using the attached Resident District Transfer Request form.  No student will be allowed to leave the resident district or attend the non‑resident district until the parents of the student, and officials from the districts have signed the attached Inter‑District Agreement for Admission of a Non‑Resident Student.
  1. Prior to submitting the Resident District Transfer Request form, the resident district shall contact the non‑resident district to make an initial determination of the availability of space, personnel, resources or programs for the student.  If the non‑resident district confirms that space, staff, resources and program are available to meet the individual student’s needs, then the resident district may direct the parents of the student to complete the Resident District Transfer Request form and submit it to the resident district.  If the superintendent (or designee) of the resident district approves the request for transfer, the superintendent (or designee) shall contact the non‑resident district’s superintendent (or designee) and subsequently fax/mail the Transfer Request form for review and approval or denial of the request.  School records will be provided to the non‑resident district upon request.

If the superintendent (or designee) of the resident district denies a request for transfer, the parents of the student may make a written request to the resident district’s  Board of Directors to reconsider the decision.  The request for reconsideration shall be filed with the board no later than ten (10) days from the date of the superintendent’s notification to the parent of his/her decision.  The decision of the resident district’s Board of Directors shall be final.

  1. If the superintendent (or designee) of the non‑resident district approves the request for transfer, the respective districts shall complete the appropriate Inter‑District Agreement for Admission of a Non‑Resident Student form.

If the superintendent (or designee) of the non‑resident district denies the request for transfer, the parents may make a written request to the non‑resident district’s Board of Directors to reconsider the superintendent’s decision.  The request for reconsideration shall be filed with the board no later than ten (10) days from the date of the superintendent’s notification to the resident district of his/her decision.  The decision of the Board of Directors shall be final.

  1. The non‑resident school district may condition admission of the non‑resident student on any or all of the following:
  1. A contract delineating academic, behavioral and attendance expectations;
  1. The parents of the non‑resident student shall be responsible for providing transportation to and from school unless other arrangements are made with the non‑resident district; and
  1. The resident district and non‑resident district agree that the non‑ resident district shall, upon admission of the non‑resident student, be entitled to receive the state basic school support funds for that student and the parents of the student agree to pay any additional student fees required of student’s participating in district programs.
  1. If it is determined that the non‑resident student requesting admission to the district is a student eligible for special education services as defined in the Individuals with Disabilities in Education Act (IDEA), the resident district will use the same process for change of placement of the student and make its decision regarding the transfer after considering the impact implications of state and federal law governing students with disabilities..  The resident and non‑resident districts will sign a separate agreement, a copy of which is attached hereto, which will stipulate specific instructional, support and financial responsibilities with respect to non‑resident students with disabilities who are seeking admission to the district. 
  1. Non‑resident students who seek admission to the district may be denied the opportunity to participate in extracurricular activities if such participation would violate the rules of the Oregon Student Activities Association (OSAA) or the policies of the non‑resident district.
