About Our Department

The mission of Nutrition Services is to develop all students into well-rounded, lifelong learners, with a solid nutritional foundation. We accomplish this by guaranteeing a safe, nurturing and colorful dining environment that inspires individual choice and integrates the benefits of a diverse and nutritional variety of selections.

Free Meals for All Students

Every student in our district can enjoy one breakfast and one lunch each school day at no cost.

All Roseburg School students may receive a breakfast and lunch each school day at no cost during the 2025–2026 school year and continuing through the 2028–2029 school year. This opportunity is made possible through the National School Lunch Program’s Community Eligibility Provision (CEP) in Oregon.

What this means for families:

  • No meal application is needed to receive free or reduced-price meals.

  • Schools will only collect money for stand-alone milk purchases, a la carte items not part of a full breakfast or lunch, or for the purchase of a second meal.

For a letter verifying that a student is eligible to receive school meals at no cost, contact Roseburg School District Nutrition Services at 541-677-4221. A copy will be provided upon request.

  • Roseburg Schools meal prices for 2025-2026 school year

    All students in the district are eligible to receive one breakfast and one lunch each school day at no cost to them. 

    Milk Changes

    Milk for students not participating in the School Breakfast Program or the National School Lunch Program will look different this year.

    Students who bring a breakfast or lunch from home or only want a milk will need to:

    • Wait until a milk is available on the share table, or
    • Bring their own milk from home, or
    • Purchase a milk for $0.75 by checking out with Nutrition Services staff. Students wanting to purchase milk will need to ensure they have money on their account prior to purchasing.

    Additional Meals for Students

    • A second breakfast or lunch meal costs $3.50 and includes one entree, offering bar and milk.
    • An entree only costs $2.50.
    • Additional milk or cold lunch milk costs $0.75.

    Adult Meals

    • A breakfast or lunch meal costs $5 and includes one entree, offering bar and milk.
    • Milk costs $0.75.

  • MealTime Just Got Easier!
    Welcome! Your school district has chosen MealTime Online to provide the opportunity for you to make credit card deposits into your student's cafeteria account or VIEW your student's purchase history via the internet.

    To Use MealTime Online:
    Visit your school or school district web site and locate the link to the school nutrition page. Find the link to online payments which will take you to MealTime Online.

    Or go directly to: My MealTime

    Step 1:
    Create a MealTime Online parent account. Click on the "Create new account" link and enter a Username and Password that you will use to login to MealTime Online.

    The Username and Password must be at least 6 characters.
    For example, Username: jsmith Password: pty845.

    Step 2:
    Add your student. Login to your MealTime Online account (using the Username and Password that you created in Step 1), click on the "Add New Student" link, and add your student by entering their FIRST NAME and STUDENT ID number.

    Step 3:
    Make a Deposit. Click on the "Make Deposit" link to make a deposit into a school account. There is a transaction fee for making deposits.
    Click on the "View Details" link next to your student's name to view their cafeteria account balance and purchase history.

    Note:
    Online Deposits are processed each night at 2:00 a.m. and will be automatically reflected in your student’s account at that time. Deposits made after 2:00 a.m. will be processed the following night at 2:00 a.m.

  • Nutrition Services Meal Account Transfer/Refund

    If a balance remains in a student’s Nutrition Services Meal Account when they leave Roseburg School District, parents/guardians have the following options:

    Meal Account Refund

    • Families may request a meal account balance refund.

    • Only the parent or guardian listed on the student’s meal account may request a transfer.

    • Submit a completed Student Meal Account Refund Request Form 

    • Contact Nutrition Services after submitting form 541.677.4221 to begin processing refund request.

    • Transfer may take up to 4 weeks to process.

    Meal Account Transfer

    • Families may request to transfer a meal account balance from one student to another.

    • Only the parent or guardian listed on the student’s meal account may request a transfer.

    • Submit a completed Student Meal Account Transfer Request Form

    • Contact Nutrition Services after submitting form 541.677.4221 to begin processing transfer request.

    • Transfer may take up to 4 weeks to process.

  • On August 8, 2017, House Bill 3454 was signed into law in Oregon. The bill outlines practices and communication that are not allowed in school cafeterias. The intent of the law is to reduce or remove practices that could be considered “shaming” to students regarding meal payment or unpaid balances.

    Key points of HB 3454 include:

    • Written permission must be provided to withhold a meal from a student or to establish a charging limit.

    • The school district must contact households to determine Free or Reduced-price eligibility, and repeat contact if a student owes more than five (5) meals. Assistance must be offered in completing Free or Reduced-price meal applications.

    • Students may not be publicly identified as unable to pay or owing money.

    • Students may not be served an alternative meal if they cannot pay.

    • Communication about unpaid balances must be directed only to the parent or guardian, not the student.

    • Fees related to debt collection may not be assessed to the parent or guardian.

    Current impacts of this bill include:
    School districts across Oregon have experienced an increase in unpaid meal charges for students of all income levels.

Programs

  • Roseburg School District provides free meals to all children and youth, age 0 to 18, during summer, winter and spring breaks through the Lunchbox Express bus.

    The bus makes scheduled stops throughout the community at predetermined sites.

    The program is a part of USDA Food and Nutrition Service and is administered by the Oregon Department of Education Child Nutrition Programs.  Meals meet or exceed USDA requirements.

  • Sodexo, Roseburg Public Schools' food services provider, hosts Future Chef culinary competitions for students around Douglas County.

    The event aims to educate students about healthy eating habits. Students’ dishes are judged based on taste, originality, ease of preparation, “kid appeal,” healthy attributes, use of featured ingredients and the presentation of their sample plate.

    The winner of the competition receives prizes and has his or her recipe automatically entered into a national competition for a chance to win even more.

  • At-Risk Afterschool Meals Program
    The CACFP At-Risk Afterschool Meals Program is a reimbursement program designed to give school-age children and youth in low-income areas a nutritional boost and involve them in supervised activities that are safe, fun, and educational during the school year. This program is officially known as the At-Risk Program.

    Any child may eat a CACFP meal as long as they have the opportunity to participate in an after-school program or activity.

    School Breakfast Program
    Breakfast is offered to students for free at Eastwood, Fir Grove, Fullerton IV, Green, Sunnyslope, Winchester, Fremont, Joseph Lane and Roseburg High for students through the National School Lunch Program (NSLP) & School Breakfast Programs (SBP).
