Guidance for freshmen, sophomores, seniors announced
The Oregon Department of Education recently released guidance for school districts to ensure our 9th, 10th and 11th-grade students remain on a path to successfully complete high school. We want you to know that we are committed to all of our students and ensuring they stay on track for graduation and continue to have relevant, rigorous, and joyful learning experiences.
Our efforts moving forward will focus on the following guidance:
- Our work will center on the mental, social and emotional needs of our high school students and will prioritize their well-being.
- We will emphasize family and community engagement.
- Equity will be prioritized in all of our efforts. Examples of equity will include honoring the culture, language, ways of knowing, and perspectives of the families and students we serve, and by allowing flexible options for students to demonstrate learning.
- We will work to find the best methods to promote and support learning.
- Our efforts will maintain the current Oregon Diploma.
- We will suspend Essential Skills and Personalized Learning requirements for the class of 2021.
- Student achievement will be based on Pass/Incomplete grading.
As we move to a Pass/Incomplete grading system, we will rely on the following definitions:
- Pass will be defined as: Students who demonstrate evidence of essential learning by the end of the 2019-2020 school year (based on progress made up to March 13 and includes additional learning progress).
- Incomplete will be defined as: Students who do not demonstrate evidence of essential learning by the end of spring term 2020.
We will be building several systems to ensure students have the best chance of achieving Passing grades. To move students from an Incomplete to a Pass, schools will partner with students and families and will provide support and time for completion of work; and the district will offer extended learning and flexible credit-earning opportunities.
We understand that school closures have made it challenging for some students to connect with their teachers. If we are unable to make contact or locate a student, our staff will continue to make weekly attempts to connect. In the rare situation that we are unable to locate a student, that student will be awarded a Pass or Incomplete based on their achievement level on March 13.
Teachers will help guide students and families through this process and will provide more information on students’ individual plans.
Our goal is to ensure all of our students earn the credits they need to remain on track for high school completion. Teachers, families and students will need to face these challenging times together. We are confident that by working as a team, we can safeguard our students’ futures and continue to prepare them for life after high school.
School closure update, senior requirements announced
Today Oregon Governor Kate Brown announced that in-person classes in Oregon will remain closed for the remainder of the school year due to the COVID-19 pandemic.
While we are saddened by this news, our district has been preparing for this possibility and believes that this decision is in the best interest of our students, families, staff and community as a whole. We understand that this development will add anxiety to an already stressful situation, but we want to assure you that we are here to support our students and families in every way possible.
Since the Governor called on school districts last month to prepare Distance Learning for All plans, our staff members have been putting together resources to ensure continuity of learning for our students. These plans will now be implemented for the remainder of the school year. We will be communicating updates on these plans as they develop.
The Oregon Department of Education also released today guidelines for our graduating seniors to ensure that they remain on track to complete the school year. The Graduation Pathways 2020 guidance ensures that the 12 years and 7 months of dedication and learning our students have accomplished are not impacted or diminished by an unprecedented closure during the last two months of their final school year. In addition, Graduation Pathways 2020:
- Maintains Oregon’s rigorous credit requirements while providing a clear path to graduation for seniors who were on-track to graduate prior to the statewide school closure.
- Ensures that schools focus their resources to first support students who need to complete additional credits to graduate and then prepare all graduates, especially historically underserved students, for their next steps in life.
- Suspends Essential Skills and Personalized Learning Requirements.
- Mirrors the approach several other states have taken in the face of this global pandemic, and has been vetted by educators, administrators, culturally specific community-based organizations, and the education community.
The state has called on school districts to begin communicating with seniors and their families as soon as possible, and by April 30, to provide notification that outlines credit status as it relates to Oregon Diploma 2020.
In releasing its guidance, ODE reiterated that the new 2020 Oregon Diploma requirements include all 24 credits and remains more rigorous than many other states. Seniors who were on-track to graduate are missing less than 2% of their K-12 career, and therefore, their readiness for college will not be impacted in significant or lasting ways. In addition, the state is assuring school districts that Oregon public universities are committed to ensuring that new students who intend to enroll at these institutions are considered fairly in light of the educational interruption they have endured.
We realize this is not the situation our seniors hoped to find themselves as they neared the finish line of their K-12 education and prepared to take the next step in their lives. We share in their disappointment, but we are prepared to support them through this process and to ensure that their future is not impacted by the COVID-19 pandemic.
In addition, we will be focusing on students in 9th-11th grade to ensure they remain on track for future graduation. The state will be releasing guidance on equitably providing evaluative feedback and credit to these students that are also earning credit toward a future diploma. We will communicate details of these plans as they are developed.

Today we launched our new delivery system to provide students with breakfast and lunch meals while schools are closed. We would like to thank our transportation provider, First Student, for working so quickly and diligently to help modify bus routes and schedules and prepare drivers for this new service.
As to be expected in a new operation, we did see some glitches with certain routes and schedules. We appreciate your patience and understanding as we work to streamline this program. We know these are stressful times for everyone, and our goal is to make this service as convenient and helpful to families as possible. Please rest assured that we and our partners at First Student are doing everything we can to improve the process moving forward.
Roseburg Public Schools will begin offering Emergency Childcare for healthcare workers and first responders on April 1st. Care will be provided for school-age children from 5-12 years old during the hours of 7:30am-6:00pm, Monday-Friday. Dear Roseburg Families,
Thank you for your patience and ongoing support as we navigate these unprecedented times. Although the COVID-19 pandemic has caused disruptions and challenges throughout our community and our nation, we are confident that we will emerge stronger and more united as a result of these challenges.
In the weeks ahead, our focus will remain on keeping our students, staff, and families healthy and on giving students opportunities to continue their educational journeys. We are hopeful that things will be back to normal by April 28 but have developed a plan that can be implemented in the event school closures are extended.
I would like to share some important updates and adjustments with you as we look for ways to continue serving our students, families and community:
Free grab-and-go breakfast and lunch options are available for anyone ages 0-18 at all elementary schools, middle schools, and Roseburg High School, Monday-Friday, throughout the school closure dates. The Lunch Box Express meal deliveries to neighborhood sites will continue through Tuesday, March 31.
In an effort to reach more of our families, we will begin meal deliveries on Monday, March 30, to neighborhoods via buses based on a modified bus route. Children and families may arrive at a scheduled stop and receive a grab-and-go meal, which will include both a lunch for that day and a breakfast for the following morning. We hope you will take advantage of this opportunity and want to remind you that these meals are free to all children ages 0-18. The bus route meal delivery system is a new process for the district and may take some time to streamline. Bus routes may need to be adjusted based on the need we see in certain areas. We will keep families informed of any potential route and scheduling changes. Meal delivery route information can be found on our website at www.roseburg.k12.or.us.
Supplemental Learning and Education Supports
Our goal during this time is to keep all students engaged and to assist families with providing structure in their child’s daily routine. Supporting our high school seniors to remain on track for graduation will be a top priority for our school district in this area. We are continuing to work closely with the Oregon Department of Education on potential adjustments to current graduation requirements for our senior class and hope to have more information from the Oregon Department of Education by the end of the month. I am confident that adjustments will be made that allow our seniors who were on track to graduate to complete State requirements and move on to their chosen pathway without the need of significantly altered coursework or scheduling.
Staff will return to work the week of March 30 and will begin to connect with students via phone calls or online forums, depending on students’ access to technology. Teachers will plan to check in with families at least once a week. District emails have been created for all students to allow them to more easily communicate with teachers. Teachers will assist students and families with the sign-up process for email. Learning activities that students participate in will not be graded and will not need to be turned in. Activities and resources are intended to be supplemental and provide students the opportunity to stay engaged. The exception may be high school students and, as stated above, we are awaiting guidance from the Oregon Department of Education regarding high school credit requirements.
- Teachers will offer suggestions for both low-tech and technology-based learning activities that students and families can engage in. The district’s Teaching & Learning Department will support teachers in gathering resources.
- Teachers will provide families examples of daily schedules with a mixture of activities that are learning-based, fun and include physical activity.
- Specialists for programs and classes such as music, physical education, English language development and TAG will also check in with families on a regular basis to provide resources.
- Special education teachers will follow the same steps as general education teachers as well as provide additional resources based on their students’ Individual Education Plan.
We understand that not all students have the same access to technology or reliable internet. We plan to address this in the following ways:
- As teachers check in with students and families, they will help determine who needs access to technology and the internet.
- The district will lend Chromebooks to families who would like to include online learning in their child’s routine. The process for signing out Chromebooks will be facilitated by students’ teachers.
- Lists of resources and activities will be provided with meal delivery for families unable to access technology.
Oregon’s Governor has directed school districts to provide child care during the closure period. The governor has given priority to essential health care professionals and first responders. We are following guidance from the State and are putting a plan in place to support our community health and well-being by addressing this need. So far, our plans include the following:
- Our initial focus will be on providing child care to children ages 5 to 12, as Head Start will be enrolling children ages 0 to 4.
- The school district has allocated eight sites available for this service. Following the State’s requirements for group gatherings, 10 children will be allowed at each site.
- Additional information for the community will follow as soon as plans are solidified.

School Canceled from March 16-April 28
Dear students and families,
As you have likely heard, Governor Brown has decided to cancel schools from March 16 - April 28 across the entire State. School will remain open today, March 13. During the closure, all school-based sports and extracurricular activities will remain suspended. We will be communicating our plans in Roseburg to continue to address meals for those who are challenged with food insecurity during this closure. We will also be providing students, staff, and families with answers to questions they might have. We appreciate your support and understanding during this challenging time.
Roseburg Public Schools will be operating free meals during the following school closure: March 16th- March 31st (including spring break) at all school sites. In addition, the Lunch Box Express will also be operating.
Breakfast will be offered at all school locations from 8:30-9:30am and lunch will be served from 12:00-1:00pm. All meals offered will be grab and go. This is to combat the food insecurity in our community due to the coronavirus.
